Update 1.31

Small functionality update.  Added some more IO to maintain settings and cut some rough edges in the code.

• Fullscreen toggle is maintained when application is closed
• loop return delay time is now 5 seconds instead of the self-set delay time
• added exceptions for missing files.
• decreased resource usage by interface

Had to publish a quick fix (1.31) to fix the fullscreen toggle crashing the application. Poor testing job on my part
